EXECUTIVE SUMMARY

On public policy, Roy Tanner is a Governing Member for the National Federation of Independent Business. He is also the founder and National Chairman for American Citizen Alliance, a conservative, non-partisan, advocacy group. In 2006, Mr. Tanner was also an independent candidate for the U.S. Senate (FL).

In the private sector, Mr. Tanner is a Gerson Lehrman Group Council Adviser, and the managing member of Alliance Professional Services, a business development agency that facilitates affordable, nationwide access to consulting, capital and capability for small to mid-sized enterprises. Mr. Tanner also founded ResourceLink Technology, an information technology professional services company which supported Fortune 500 firms through affiliate providers with core competencies in software engineering, information security, and process improvement.

For over 25-years, Mr. Tanner's career has been devoted to promoting services and solutions that foster greater productivity and cultures of excellence.

Managed a coalition of technology firms and business development executives, which offered information technology services and solutions to Fortune 500 clients through on-site, off-site, and on-demand project support nationwide.

RTI leveraged SEI Certified Transition Partners for training, assessment and facilitation of information security (OCTAVE), program management and software engineering (CMMI, TSP/PSP, etc.) process expertise.
